New rules for Tier-1 work visa

Hi can any one let me know when the rules for Tier-1 work visa is going to change and any idea how tough they are going to be and any new rules that will be added.

Tier 1 (General) is now closed to applications from abroad
Tier 1 (General) will not reopen for new applications overseas.
