Do dependants of work permit holders need biometrics?

Hello everyone

Child was born in the UK last December. Child's father has leave as a work permit holder until 2014. Now the child needs to apply as his dependant. Is the child required to enrol biometrics, i.e. face scan?

If the applicant is to be issued in the form of BRP, then the following should help answer the query.
