18 months rule - ILR

Hi, does anyone know the extent to which the 18 months/10years can be altered?. My friend from Ukraine was a student from 1996 and has just got her ILR in february, and her absences totalled to almost 35 months!. My other RUSSIAN friend got refusal because she wasnt in UK for 22 months during the 10-year period (in total). Anyone know what goes into consideration? Was it just an exception or do they really take reasons for absence into account?

Guys, this is a really important issue. The other girl got her ILR after all:)
Do you know how strict home office is with 18 months rule (under 10 years residence)?

how did she get the ILR if it was refused earlier?

did she appeal, reapply etc?

She extended her student visa for 3 more years, and stayed in UK for one more year without leaving. This meant she has 16 months absences. She did appeal in the past, judge granted her ILR, but then HO appealed against the court decision, and it was taken back. SO she applied 3 days ago and got it without problems. She was russian (perhaps they have quotas on nationalities, who knows....)
