Are tier 1 UK Visa stopped?

I am applying for UK general (Tier 1) visam but can't find the option to apply. Has the UK govt. stopped processing tier 1 (HSMP) visa applications?

Any chance of knowing when they stopped and when will they start again?

I have been reading in the news, that there will be a global cap of 24K HSMP. any update that you could provide?

HSMP scheme closed in 2008.
