PR ONLY for the whole family?

Is it true that PR is given only if BOTH the applicant and his/her spouse apply together for it? That makes the application double the expense!

Valuable opinions?

yes that is true, main applicant can save application fee by not including spouce which is not really a good idea.
If your spouce applies later then process is quite lengthy.
