I have ask to provide for biometic detail for new tier 1

i have applied for switch from tier 2 (ICT) to tier 1 (general) visa few days back. Today i got letter from UKBA asking me to provide Biometric proof via visit the nearest post office and give the evidence for photograph, Signature & fingerprint.

I am not sure whether it is necessary when you are filling a new tier 1 application.

Remark : I have provided this details when i applied for tier 2 (ICT) from india

Shall require to raise this with UKBA ?
