Solihull and Croydon PEO

I read somewhere on this forum that Solihull PEO decides your ILR eligibility first before accepting fee. I believe its the other way in Croydon PEO. Can someone confirm this please?

If yes, is this unique to Solihull PEO?

AIUI, at all PEOs payment is asked for after preliminary checks are done on the application and one is told that the application is valid and documentary evidences(s) adequate.

What may be different at the PEOs is whether payment is asked for after a "guaranteed approval" of the application or after "simple preliminary check(s)" by someone other than the caseworker who ultimately approves / refuses the application formally. It seems that the former procedure is followed at Solihull and the latter at Croydon.
