can visa refused on deception be successfully appealed?

hi

can plz some one advice as if a person used deception and his visa is refused can he appeal successfully?

deception=in previous applications didnt mention that he was working, though he gave his NI no, but he was working as per immigration rules 95% of the time

and how UKBA checks if a person is working or not do they call employer or they check through inland revenue?

guys ur input will be highly appreciated

and if a guy doesnt mention that he is working will it be deception, though he is legally allowed to work 20 hrs during term time and full time during breaks ?
