Mentioning refusal & additional earnings in cover letter

hi all,
I need your help in this. when i made my first application i was refused because of the application of uplift ratio on my overseas earnings. i did not add my other earnings because i had 80 points on applying the uplift ratio. Now i want to add my other earnings.

should i mention previous refusal in the cover letter when making fresh application?

should i explain why the other earnings were not included in my previous application in the cover letter when making fresh application?

Mention refusal in the application form.

Mentioning earlier refusal (and its reason(s)) in a covering letter serves no purpose, IMHO.

there is nowhere in the application form to mention it. i have been scanning through the form but no section require that. you are only ask the point based reference number.
