refused as student visitor can he apply again on tier 4?

Hi all
if a student having only Secondary School Certificate was refused as he applied as a student visitor. the reason was that there is a big gap in his last studies and now ( about 20 years ). eco said why he is starting education again after 20 years.
many consultants are advising not to apply his case again on tier 4 they will again refuse even we fulfil their requirements i.e CAS and bank statement.
please guide should he apply as tier 4 again or not?

If they refused and apply with same details then it's a good chances they might do the same but to get CAS u have to do some english exams so that might count as u studying
