It also worked for me with 2 ticket reservations, but then they may give you a "two times entry" visa instead of multi, which means you could only travel twice!
2. the embassy (of whichever country you apply to) will want to know the address where you're staying, so it's better if you pick a country in which you can give an address of a friend living in that country, and who they could phone and confirm (they will phone most likely...) that you will be staying with him or her. Otherwise if you can't give the embassy a home address, you may be asked to book and pay(!) for hotel reservations during all the duration of your stay.
So, to answer your question: it's best if you apply to a consulate of a country where you have a friend
