Was the child even born in Ireland? Is Zambrano only applicable to children and their rights in their own EU countries? If that is the case, then Chen applies and therefore, under Chen one would need to be self sufficient. Ireland is also an EU country.
If she has another EU nationality there is no gain to be Irish, especially if living in Ireland, you actually suffer discrimination being Irish in Ireland.
