Tier-2 sponsoring family visitor visa

Hi Guys,

need your help please.
One of my friend is on Tier-2 Visa. His company had applied Tier-2 dependent visa for his wife, but the visa got rejected. Now my friend has been asked to go back to his country after one month. But he wants his wife to come here for sometime and then leave together.

Hence can her wife apply for Family Visitor visa? If yes, then can you please advise the documents needed.

Why was the Visa rejected? and why would his employer apply for his wife, he should.

If his circumstances are of going back in a month, his wife has very little hope in obtaining family visitor visa
