Do I need Schengen visa.. Permanent Residence holder?

I have a non-EEA Permanent residence, do I need a Schengen visa to travel to France, Italy, German or Austria please?

I guess you meant - you are a non-EEA citizen with permanent residence status in UK.

Whether or not you need a visa for a country that you wish to travel to depends on your passport (i.e.- country of citizenship /nationality).

If you already hold a valid resident permit for Austria, you don't need a
Schengen visa to return to Austria or other Schengen countries
Oddly If its a temporary Austrian resident permit, then you do need a visa..
