Query regarding UK experience

Does Point No. 121 apply to only initial applications? Does it mean that this rule doesn't apply for Tier-1 extensions?

Note: Pt.121 refers to the Appendix A of Immigration rules and paragraph no. 31 says that one has be physically present in UK while earning points for UK experience.

Yes, I have seen rules for extension applications whose initial applications were categorized as before and after April,2010.
My question was that 'to be physically present in UK' will be applicable to these extension applications or not. There might be some cases where applicants needed to work out of UK on business visits and so they may not get 5 points for UK experience even though 16k (or 25k) are earned in GBP.
Kindly help.
