no more points for bachelors degree

hi all,
i was about to fill up the ILR form and noticed that it seems that you need to qualify the same points as if you were applying for tier 1 extension to be able to apply for ILR.
I have been on wp from 04/06 to 04/09 when i switched to tier 1. Unless I am incorrect, it seems that all the people who got their visa after that period with the education as bachelors would no longer be able to apply for ILR? i couldn't find any posts mentioning that so I am not sure if i got that right.
would be great if someone can clarify that for me.
