Here it is clearly saying "You can apply for your first British provisional driving licence" if you have a valid UK passport

You are confusing 'Resident in UK' with 'Citizen of UK' and that's why all these posts. If you are living and residing in the UK, then you can get your license. Resident in the UK does not mean you have to be a citizen - common mistake many people make.jpgaur wrote:Ya I have gone through that before asking here.
That website says you need to be a UK citizen for getting a driving license.
