visa refuse due to not receiving phone call

hi all,
I applied for student visa from Islamabad AC on 15 of April and collect my pp yesterday
He refuse me because he phone call two different date to verify my english as stated in my CAS that I interviewed by my sponser via skype, but unable to contect.
Now, I am going for AR can any one help me to tell

1: how many chances are there of overturning of refusal?

2: how much time it will consume as mostly decesions came after their mention 28 days?

thank you bro for reply, i read that artical he is very true about that.
I want to know that what will be out come in such cases. I am surprised that what he want to ask me when ielts test is also there.
