My Friend need help BADLY Schengen VISA!

MY Friend who lives in Austria for 2 months on Settlement visa want his mother (non eu) to come and live in Austria.
Schengen visa takes less time then Settlement visa.
Can Her mum come to Austria on Schengen visa and apply for settlement inside the country
Her mum is Widow and above 50.

Austrian in pakistan takes 1 years and more. An my frend mum isnt good with documentation.

Can she apply for settlement visa inside the country thanks
