Citizenship after Waiting < Year for Consideration (ILR)

Hi there, again need some info on Citizenship.
I have heard from someone with experience in the immigration matters, that is possible to apply for citizenship directly after receiving your passports with endorsement stamp (ILR) without waiting the extra year period if the application has been under consideration in HO System for quite long period - my one was more than year.
So I have looked on internet but cannot find the clause in the HO procedures or Immigration Rules or that state so.
Can anyone point to the right direction where exactly to look for such documents and procedures within HO.?
