Belgium freelance teacher - how to become

Hi, I'm a US citizen married to a Dutch citizen. We are moving to Belgium this month, and I will get permission to work within a couple of weeks of arrival. I'm an English teacher and am looking for work there, but a lot of jobs ask for "freelance teachers." Does anyone know what is the process for becoming one? I've surfed around in Belgian government websites and just gotten confused.
