Short-stay Visa Waiver Programme - Do i need an Irish visa?

Short-stay Visa Waiver Programme - Do i need an Irish visa?

I am an Indian passport holder with UK indefinite leave to remain. Will i need an Irish visa under the 'The Short-stay Visa Waiver Programme' to visit Ireland for tourism purposes(after 1 july2011):?: Or will i have to apply for a Irish visa:?: I am confused , because towards the end of the link below it says
'Nationals of the countries above, who are long-term legal residents in the UK will still require an Irish visa but will have the visa fee waived as part of the programme.'

You will have to apply for it, although they won't charge you any fee.

Can i apply the visa at the airport on landing or will i have to apply at the irish visa office in london?

I believe it has to be done through the visa office in London.
