New changes for student Visas

Hie Guys, can anyone help me understand,

How new changes interms of working entitlements will be effected? I see that they are going to get changed from July 4th.

Does it mean that student can not work? can any one please explain?

my friend wants to study at London school of Business and Fianance.. is it a good college?

If he applies visa on or after 4th July and studies not in Higher Education (University) then he won't be able to work at all.

Regarding LSBF college, only current students or who graduated from that college will be able to give you more information. Most of the colleges are more like same.
