application has not yet been completed

hi yesterday my 14 weeks were completed, called HO and was told that your application has not yet been completed and am really confused about this term either my application is invalid or incomplete. if anybody aware of this term please let me know,really appreciated thanks

It simply means that a decision has not yet been made on your application.

There is no obligation that UKBA "must" decide on an application within a stipulated time frame. As per UKBA.
