Is Biometric Residence Permit must for dependent?

Hi,

I just got confused by reading page 6 of the policy document

It says
"26. An applicant must apply for a Biometric Residence Permit if he/she is applying for limited leave to remain in the UK as the dependant of a person who is applying at the same time, or who has applied on or after 25 November 2008, for limited leave to remain as a PBS migrant."

I am on tier1 from Nov 2009. Now I am planning to apply for my wife's dependent visa - entry clearance.

Does this mean my wife has to take BRP then?

Please advice.
