I have read these words in many documents but still don't know what exactly it means. Can you please tell eme what you think?

- Is it a 'final' decision that can't be challenged or appealed?
- Does the caseworker need to give a reason for his/her decision? I mean can he/she say 'I felt like that and this is my decision'?

My question is more related with the 'late entry' as there is more than a month between the date of entry and the date my visa granted...Caseworker has discretion on granting ILR as long as the gap is less then 3 months.
