visa refusal because of NAME

i got refusal in June 25 and applied for Admin Review on 30 June. Yesterday i recv mail from BHC in which they upheld my decesion.
I got refusal because of not receiving call.
Same senario happen with my friend but he got call after Admin Review but they didn't call me after lodging for AR.
What i need to do as my brother belive that they refuse me just because of my name.
Is there anyway to review there AR by any other authority

I do not think there is any problem with the name however i am not sure. They should have given you the reason for refusal what is that exactly?? before you gave it for AR review

about challenging from any other authority well UKBA is the biggest authority itself and i guess they are ones who take decisions. I am just new to this i myself will apply for my tier 4. Maybe others can help you more, this is just a general advise.
