ILR - Tier1 Dependant - KOL requirement

All,

I came to UK on WP and then switched to Tier1.
Now I am eligibal to go for PR.
My wife is an Commerce graduate from India on Tier1Dependant and will be filling PR with me.

From April2011 rule, she also need to clear LifeinUK+KOL before filling the PR.

"â– If you are an English speaker (see below) and/or you are currently in the UK as a skilled or highly skilled migrant, you must pass the 'Life in the UK test'."

I am little confused or not very sure for this rule for eligibility

Please advise, does she need to prepare for LifeinUK test or need to prove ESOL level3 first ?
