Tier2 Extension Salary and dependent Visa

Hello,

I tried finding answers to these questions, I couldnt Find any:

1) Tier 2 Visa extension, I was told by a UKBA officer that I should keep the same job title , but in 3 years they expect a pay rise equivalent to next grade in my job and according to the job description, the next level after a Graduate Developer(the title on which I got my Tier 2 visa on first place) is Software engineer.

Now the pay for the same is 30100 pounds. I want to know if that should be the expected salary for my extension visa?

2) I want to apply for a dependent for my Wife, who is on PSW, so could I just apply at the same time, without her having to go back to India? we got married here in UK.
