Speeding Traffic Offence to be declared for Tier 1

One of my friends is applying for a Tier 1 extn tomorrow as the rules and fee are changing on 6th April, so Experts, please reply urgently.

He has a speeding traffic offence from 2007 on an international license.
CASE: He moved to a new address soon after that and did not receive letter from the court. However, this was then passed on to a Bailiff and then settled recently out of the court after he made the full payment. Now, all he has is the letter from the Bailiff and nothing else.

Q1: Should this be declared in the application form, section - 2 E?
Q2: If yes, how to define the case in a cover letter so that it does not affect the outcome of the application?
Q3: Also, if it is to be declared in the application, how should he get the details to be filled in other section as he does not have any reference or letters from court?

Will be grateful for the valuable and earliest response.

You have to select Yes in Section -2 E
All other section mention as No (Such as sentence and judgement)

Mention in the box provided as 'Please refer to the attached explanation for Section 2 - E'

In the letter state as

No Criminal Convictions / No Court Judgement as i was settled outside the court

Give full explanation of what exactly happened and attach the photocopies of NIP, Letter from Bailiff

Do not require to Mention this in the cover letter
