Stamp 5 for stamp 4 IBC

My husband has a stamp 4 IBC since today for 3 years. But he has an intention to apply for stamp 5 later this year. Can he apply for stamp 5 on October 2011 while having a stamp 4 IBC until July 2014? Thank you.

If he has completed his 8 years legal residency in Ireland than he can apply but their are some terms and conditions to it please see INIS page regarding WCATT...

according to this

"" From 1 December 2010 we will no longer accept Without Conditions As To Time applications from people who have a stamp 4 and already have a long term residency in the State. You can only apply for WCATT if your Stamp 4 permission has less that 6 months to run. Applications from people with Stamp 3 stamps will continue to be processed as normal.""

my husband's stamp 4 is not long term residency stamp so should he wait until 6 months to go to expire of current stamp 4 IBC or entitled to apply for it right now within 96 months of legal residence? Thank you.

From 1 December 2010 we will no longer accept Without Conditions As To Time applications from people who have a stamp 4 and already have a long term residency in the State. You can only apply for WCATT if your Stamp 4 permission has less that 6 months to run.
Yes by the looks of it he cannot as he has stamp4 until 2014. That above long term residency isn't just exactly means LTR permission but also any sort of long term residency visa like IBC/Zambrano or Spouse of EU/Irish etc imho.

Yes he should apply for naturalization + new process is a lot quicker nowadays, he probably get his answer very soon indeed.

What did you need long term residency for when article 5 of the TFEU has already given you rights like an Irish citizen, what sham long term do you need ?
Reality and Proof can make a case in accordance with the fix rule custom and principle.

I could not get you angelcountry. What you mean with TFEU. Do they threat the people with stamp 4 IBC same as EU citizen?? Still need a visa to travel still have to pay a tuition fee for study in univercity.
