Use EEA1 even when not residing in UK while applying?

EEA national (me) and non-EEA national (husband) intend (hopefully) to remain in US, where we reside, while applying for entry clearance/family permit. Do we still use the EEA1 and EEA2 forms? In the sticky it says for each of the four forms "...and reside in the UK".

No. The EEA national doesn't require entry clearance. The non-EEA national applies on the standard non-settlement application form (VAF1, I think) and ticks the box for family members of EEA nationals.
