before required 28 days bank statement .

what now as per latest policy how long need bank statement for students visa

There is no change in the bank statement policy. You still have to show the required money kept in your account for consecutive 28 days including weekends.

There is however a declaration in form that you have to make . Which says that you assure money will be in your account untill the duration of your studies.

how we see xyz collage is public funded.

I assume by public funded you mean HIGHER EDUCATION INSTITUTIONS and their rights to work.

Well there is list posted on threads named "CONFUSED ABOUT HIGHER EDUCATION INSTITUTIONS" go through that thread and find the link to that list. U will see which universities or colleges fall in this categories.
