Hi,

Editing the details as I got the answer.
My questions:
1) Is he/she eligible for compensation because of this harrassment? How much?
2) Will it effect his/her visa extension if the case for compensation is filed?

=>contact a lawyer or local citizen advice bureau. See what they say about it.
=> contact local mp, and tell him u expect an apology for distress caused by ukba, and that you need his/her help

=> this letter would be more helpful later on when it comes to settling out of court for compensation!
