tenancy agreement for my children visa

Hi
my friend wants to bring her 3 children in to UK, she is on tier 1 general since 4 yrs and comes under HSMP judicial review.

Does she need tenancy agreement apart from all other documents and if yes how many minimun bedroom house she has to show?
