As all universities and colleges in the UK are publicly funded (the only exception being Buckingham University), Wikipedia's list of all universities and colleges in London does the job

Holborn College on the list on Wikipedia I know is not publicly funded but is a private college, a good college but it is private.

Not all Further and Higher Education Colleges in the UK are publicly funded.

I am sorry but I do not know of a definitive list.
