Is this true or just a rumour?

We know that the international students, having studied in Australia atleast for two years and upon completing an Australian degree/diploma/trade qualifications, can apply for Permanent Residency (PR) while staying in Australia.

From this webpage we get a better idea of the process I'm talking about.

However, I have heard from an Aussie friend who claims (with reference to a local newspaper) that from next year onwards only TR (Temporary Residency) will be given out instead of PR to the new grads and those TR holders will be able to get PR after working for two years.

Is this true?
