Letter from mortgage company was free or around £5 if I recall.
£15ish for these 2 items just to be on the safe side and possibly help in saving you a further £1k in appeal fees and 8-10 months, I would definitely get it.
The English test providers do change, but if you go to a main centre, you'll be ok. The main ones don't change. You'll find in terms of changes, there are some really minor changes. But laws won't change till late Sept 2011 I heard, so I'd hang on till then.

The bank statement is to prove you have a steady income and savings not as a proof of where income is coming and going, those need to be done separately.
