IND website, absence of Annex A of Chapter 8, Section 1

Hi guys,
i was wondering if anybody can enlighten me on something here...

I was browsing through the IND website and the 'Immigration Directorates Instruction' section on Chapter 8 - family members (this is where the public can view the directions given to the ECO and other similar authorities).
They frequently refer to 'Annex A' but as you can see from http://www.ind.homeoffice.gov.uk/docume ... r8annexes/ they have omitted Annex A Doubtful cases.

Have they done this purposely?
I thought they had to tell everything (freedom of white paper or something).
Or do you think it's just a website error?

Yes they have done this in the past, i tried to get it under the freedom of information act, but was told they cannot give it out because it will affect they way they run the IND.
