What Determine number of COS issue

Hi, My employer will apply for Tier 2 (General) sponsorship very soon. Now, my quick question what actually determine how many COS can issue employer ? as, number of PSW employee working in the company right now. So, it will be very difficult situation for us. So, can anyone tell me actually what basis HomeOffice assign number of COS for the employer. thanks

The employer asks for an allocation (number) and the UKBA considers it.

I dont think its a big problem. Your company can request as many COS allocation as they can. UKBA will consider and give/refuse you. Its just you have to give the right reasons.
