Reply them saying that you are under 28 and you just need 4 yrs of exp to claim 35 points, this is again a brainless work from HO office... it happens, don't worry.

I saw the same wordings with one of friend refusal letter where they consided the application as above 28 yrs and said you need 5 yrs...

We also can't assume that they have taken it as 5 yrs because from feb 2002 to till day it comes 4 yrs 7 months only.....
I have seen the same wordings earlier.... my vote is for review, however you won't loose money by going for review.
If they come back again saying your 4 yrs expriance is not at graduate level, then you need to work around
