Salary Requirement back in 2006

Hi, can anyone say for sure if back in 2006, work permit holders had to meet a salary requirement similar to what is requested now . Where was this stated? On the website? Guidance notes? Letter to employer? Where??

It has been suggested that this was the case, but I would like some evidence to convince me otherwise..
