Do I need visa to travel to Latvia and Astonia

Hello Friends

I have a residence permit valid upto 2010, I am required to travel to Latvia and Astonia on business, do I need a visa or I can travel on the basis of Uk Residence Permit like we can to Switzerland ?

If my understanding is correct, visa requirements are dictated by your nationality / citizenship.

I went through the websites you provided but still could not find an answer, for visiting switzerland a person having a Indian passport and having a hsmp entry clearance or residence permit does not require a visa, so my question is whether the same is applicable for latvia and estonia ?
