Visiting Europe

hi there

i am italian, my wife filipina and just today we received my wife's 5 years uk residency which is great, now i wanted to know, is the EU Directive 2004/38/CE in effect in ALL European countries?? in other words, i know that we can go to italy no problems since i asked to the consulate however they said that it may be different from country to country...

is there a list of countries that apply EU Directive 2004/38/CE or is it all and that's it? so we can visit any country in europe as long as we travel together? i am talking about travel for holidays here..
