Is English Certificate neccesary for Spouse visa Tier 1 gen

Hi.
My husband has visa of Tier 1 General, we got married in July 2011, and now im applying for spouse visa. Can you please make me sure that is there need of english certificate for spouse visa?
And also i will be grateful if you list me the documents i need to attach..

If your husband is a PBS migrant under Tier 1 then you would need to apply for a PBS dependant visa (rather than a spouse visa has you have stated). There is no English language requirement for the PBS depeandant category.
