payment non gonethrough

hi friends
i send my tier 4 extention on 27 september and my visa expiry date was 29 september 2011 i got a letter on 29 that my case is forward to case worker now .
for unknown reason the application fee which is 386 pounds is still not deducted from my account its now been 21 days after i send the application form .
i did ring them today and they said that they will send the letter about this issue that why the money was not deducted from my account i think its becouse of wrong payment detail .

so if my application not processed what will be happen will i be able to re apply for my extention or not coz the visa expiry date was 29 september ,
what are the options please help . will i be able to appeal to much confused.

my MA results are on the 30 november 2011 so then i can apply for psw
but what can i do now please help
if i need to reapply do i need to send freash statment coz mine is is now more then 28 da
