Tier 4 to Tier 2 transfer issues

Hello everyone. Everyone has been very helpful in the past for solving my issues. I need favour again to clear my understanding. I am in Tier 4 dependent visa. Recently i got confirmation from my workplace that they will sponsor for my Tier 2 visa. I found that i can switch from tier 4 dependent to Tier 2 visa. Now my husband in Tier 4 student. My concern is

if i get the Tier 2, can my husband become Tier 2 (dependent)?

another thing is, can he apply for this switch of visa application from UK or he has to go back to home country?
