ILR and Failing to Stop at Traffic lights

Hi I am currently on spousal visa and will be applying for my ILR next year. I have received a Fixed Penalty Charge of £60 and 3 points on my license for not stopping at traffic lights. Does this mean, I cannot apply for ILR until I spend another 5 years on my current visa? Any comments will be appreciated..

So That means I shouldn't worry about the Fixed Penalty Notice (FPN) that I was enquiring about?
