Carer of British Citizen

My Client lives in Pakistan and His sister is British citizen. She is second time divorced and on Capacity benefit she cant work due to her illness.

My client is 30 year and he would like to go there to see her and help and take care of her. He is self Sufficient with reasonable bank account.

Is it possible for him to move to her sister.

Her sister cant come to pakistan Because of Security reasons and threats from her Ex husband
