Which countries are exempt from English Language test?

Which countries are exempt from English Language test?

And do they still refuse applications, despite the country being exempt? I can imagine them pulling something like that

I mean reject visa based on the English test, when the country is exempt anyway

Do you mean exempt because the country is a majority English language speaking country, or exempt because there is no approved English language test available in that country?

If your wife is resident in Burkina Faso, then she is exempt from the English language requirement. If she is resident in Ghana, then she is not exempt.

Where on Earth does your lawyer expect your wife to take the test, if there are no test centres?
